Although a visa refusal can be a frustrating and disheartening experience,  it is important to take the time to thoroughly review the reasons why your previous application was not approved. Typically, IRCC provides applicants a vague reference to why your visa was refused. However, there is additional information about the decision-making process, including detailed notes from the immigration officer regarding the reasons the decision was made. The best way to obtain that information is by doing an Access to Information and Privacy request (often referred to as GCMS Notes) to the Government of Canada.

To file an ATIP request, you must either be a Canadian Citizen, permanent resident, or located physically in Canada as an individual or corporation. If you are a foreign national and not currently in Canada, you must appoint a representative to submit the request for you.

It is recommended to re-apply only if there has been a material change in your circumstances or if you have substantial new information to present. Utilizing the GCMS notes can assist you in presenting significant new information in your subsequent application, effectively addressing any concerns raised by the immigration officer and reducing the likelihood of another refusal.
